The State Social Inspectorate identified abuse of power in the modification of employment contracts with personal assistants in Chisinau. Following checks carried out by the institution, it was determined that these contracts were modified without taking into account the situation and opinion of the beneficiary regarding the taken decision, which is abuse of power and nonobservance of the beneficiary’s right, Angela Kirilov, director of the State Social Inspectorate, told a press conference, being quoted by IPN.
Angela Kirilov noted that the Inspectorate carried out inspections at the General Division for the Protection of Children’s Rights of Chisinau municipality and at the General Medical and Social Assistance Division, based on notifications received from citizens, lawyers of service beneficiaries, the Ombudsman’s Office. The Inspectorate examined beneficiaries’ files and the reasons for suspending the employment contracts and services for beneficiaries, respectively, and also the basis for modifying the contracts.
“The situations are very serious and in such cases the service provider is obliged to take measures, to discuss, first of all, with the beneficiary the situation he/she is in and the subsequent situation, following the suspension of the service. The beneficiary should express his/her opinion on the taken decision and they should together find an alternative solution,” said Angela Kirilov, noting that one of the inspection reports was sent to the National Anticorruption Center.
Vasile Cușca, state secretary of the Ministry of Labor and Social Protection, said that the Ministry requested the court to annul orders issued by the General Medical and Social Assistance Division and the General Division for the Protection of Children’s Rights in Chisinau. In January-February, the Ministry provided one-off financial assistance to families that benefit from personal assistance and to families that care for a child with severe disabilities at home in the amount of 5,000 lei.
“Now we are in the process of providing one-off financial support for employees of the social assistance system, including employees from Chisinau. Yesterday, we signed the latest lists of these proposals for one-off financial support for employees. In the municipality of Chisinau, we have about 400 employees who will benefit from this one-off support. These are employees of social assistance divisions, of particular services managed by the social assistance divisions of Chisinau municipality. The bonus will be 6,000 lei for some of the employees, 5,000 lei for other employees. For auxiliary staff, the aid will be 3,500 lei. In the coming weeks, the people will be able to collect the money,” stated Vasile Cușca. The functionary said that in early April, after all the documents with the partners and donors are signed, financial support will be provided to personal assistants from Chisinau municipality.
