The political parties and unaffiliated MPs who will take part in the negotiations on the formation of a new Government pursue certain goals. Even if the stakes are high, a new Cabinet may receive support from at least 51 MPs, consider political analysts.
Doctor Viorel Cibotaru has told IPN that there can be a number of scenarios. First of all, the Liberal-Democratic Party will not accept conditions, but will offer posts in the new Cabinet and in certain institutions to the lawmakers who may form a new majority. “I think the Liberal-Democrats realize that the Government must be voted in and that they must make offers,” said Viorel Cibotaru. According to him, another variant is that the PLDM will make no offer. It can say: If you want to avoid the early elections, you will vote. If not, do not vote. The third scenario is that the talks will be more serious than expected. There are great chances that the new Cabinet will be invested if the actors sincerely want this.
Some experts say a Government capable of managing the country throughout the mandate is wanted, while others consider that the Government should remain acting until the agenda concerning the agreements with the EU is implemented and then it can pave the way for early elections, in February-March 2014.
Contacted by IPN, political analyst Mihai Cernencu said that the Liberal reformers hope to keep the ministries they now control. “I don’t know what the Democrats want, but the PLDM fulfilled the condition imposed earlier: Vlad Filat is no longer a candidate for Prime Minister. They may ask for the post of Head of Parliament, but the PLDM may not accept Marian Lupu. The state institutions will no longer be the stake. The Democrats do not have a card up their sleeve. The survey results are a serious blow to the Democratic Party. The latest polls show the party will not gain more than 6% of the vote. The party’s image is discredited by Vlad Plahotniuc,” said the analyst. He believes that the Government will be installed as the Democrats are not ready now to for early elections.
Political analyst Corneliu Ciurea said the investiture of the Leanca Government is the big stake in the talks. “The main negotiations will take place between the PLDM and PDM. The PLDM counts on a result that would mathematically express the votes cast in 2010, while the PDM wants to obtain a disproportionate part of the ministries, the prosecutor’s office or what it had after the talks of 2010,” stated the analyst.
Political analyst Anatol Taranu said the stakes in these negotiations are different. Some want an efficient Government and to restore voters’ confidence in the ability to govern, while others want to restore the old formula of the ruling alliance whose executive, to a certain extent, served the interests of the oligarchs through their representatives in the Government. “They will definitely negotiate posts and ministries,” said the analyst.
On May 15, the Liberal-Democrat Iurie Leanca was nominated for premiership. The PLDM and the Liberal reformers designated negotiators. The Democrats said they will take a decision after they are officially invited to the negotiations.
