Socialists ask Constitutional Court to cancel university reform

The MPs of the Party of Socialists went to the Constitutional Court, requesting this to annul a Government decision by which the higher education establishments are reorganized. According to them, the university reform was promoted in a defective way, being fully nontransparent and not being consulted with the academia and the university community, IPN reports.

Deputy Speaker of Parliament Vlad Batrîncea, executive secretary of PSRM, said that any reform should bring benefits, a new quality of things, but this reform, on the contrary, created a number of problems. The activity of institutions was endangered as university autonomy and the independence of institutions stipulated by law were violated.

MP Vasile Bolea said the promoted reform goes against Article 35 of the Constitution, which defines the people’s right to education. Also, there were violated a number of international agreements and treaties to which Moldova is a party. These define the right to education also as an obligation of the state to offer diverse opportunities to the citizens for continuing studies.

On July 13, the Government proposed a decision under which Moldova State University is reorganized by merging with the Academy of Public Administration and with 13 research institutions connected to the undergraduate, master’s and doctoral programs of the USM. The Technical University of Moldova is reorganized by absorbing the State Agrarian University of Moldova and three research institutes. The State Pedagogical University is reorganized by merging with the State University of Tiraspol, the Institute of Education Sciences and the Institute of Continued Education. The Academy of Economic Studies is reorganized by merging with the National Institute of Economic Research.
