Russia is against the visits paid by foreign delegations to the Security Zone because it is against resolving the Transnistrian dispute, considers the executive director of Promo-LEX Association Ion Manole. He made the statement after the Russian and Transnistrian delegations did not give their consent for a multinational team to pay a visit to the Security Zone under the auspices of Canadian experts on March 22, IPN reports.
Ion Manole said that this opposition is an additional proof that the Russian Federation’s goal is not to maintain peace and stability in Moldova, but to maintain its control over the Transnistrian region. The association’s jurists recorded numerous serious cases and phenomena that lead to the violation of the human rights and freedoms in the Security Zone. The happenings show that the current peacekeeping format is not efficient. It does not meet the necessary standards and consists exclusively of the belligerent sides – Russia, Moldova and the illegal paramilitary bodies of Transnistria.
According to Promo-LEX, the peacekeeping format does not provide guarantees for the inhabitants of the Transnistrian region as there are no legal or efficient instruments for stopping the abuses and violation of the basic human rights. It is very politicized and ineffective because it cannot contribute to the settlement of the Transnistrian conflict.
Under the Vienna Document of 2011, which is one of the main instruments in the political-military dimension of the international cooperation, inspection visits are performed on Moldova’s territory three times a year.
