The president of the People Power Party Ruslan Codreanu said that after two years of his election as mayor of the municipality of Chisinau, Ion Ceban didn’t produce a report to present the results achieved during half of his tenure, but in the election campaign he promised many things. Two years passed, but the mayor didn’t provide a report and didn’t accept the invitation to take part in a public debate on the issue. Therefore, Codreanu decided to come with an own report that was compiled based on promises made by the current mayor. He said that particular things, like flower beds, are seen, but he would like to see how the 6 billion lei from the municipal budget was spent.
In a news conference at IPN, Ruslan Codreanu said that as all the residents of Chisinau, he expected that Ion Ceban will present a progress report after two years in office so that the citizens who voted for him see the accomplishments and see how the public money of the municipality was spent. In the election campaign of 2019 and later, Ceban made many promises, including to work out a urban mobility plan, an investment map, the concept for the rehabilitation of the historical part of the city, an electronic register of green areas, the e-ticketing system, but these remained undelivered.
“It was promised that the general urbanistic plan of the municipality of Chisinau will be designed by a company from Russia. Announcing a tender contest of 15 million lei for working out the general urbanistic plan is not at least hypocrisy in 2021. It is cheating at the expense of the residents of Chisinau,” stated Ruslan Codreanu.
As Ion Ceban spoke about digitization, Codreanu wondered how many processes were digitized at the City Hall the past two months and how many services were offered to the inhabitants of Chisinau. “I would respond myself. No one. In times of a pandemic, when the people stayed inside homes, but needed services, they had to go to the City Hall. None of the services was digitized, but they promised,” said the leader of the People Power Party. He noted that the mayor of Chisinau didn’t do anything to develop the municipality from economic viewpoint, but the capital city should be an example.
Ruslan Codreanu, who served as acting mayor of Chisinau, said that today the City Hall has debts to the municipal housing stock managing enterprises, to Termoelectrica. “In 2019, I came with a draft decision to the Municipal Council, suggesting that the municipal housing stock managing enterprises, the Green Areas Association, the public amenities enterprises should be merged into one enterprise so as to ensure efficiency, transparency, appropriate management of funds. The City Hall didn’t come up with a cleanup and management strategy, a clear view as to how to develop the city and what direction to follow. We saw only chaotic painting of trees and planting of flowers as it is easier so,” stated Codreanu.
According to him, the municipality of Chisinau is not about politics and populism, but is about the people’s problems. Ruslan Codreanu called on Ion Ceban during the remaining two years in office to lay the basis for the development of Moldova’s capital over the next 20 years so that it is a city with clean air and healthy people, without heavy traffic, etc.
