Residents of Gratiesti complain about construction of multi-story building in village

Inhabitants of Gratiesti village of Chisinau municipality complain that a business entity is erecting an apartment building in the immediate vicinity of their houses. According to them, the building is constructed with violations of a number of norms, including the anti-fire rules. In a news conference at IPN, the people’s legal representative Vitalie Enachi said the block is built only four meters from a private house at a time when this distance should be of at least eight meters.

According to Vitalie Enachi, everything started last February, when the local public administration issued an authorization for constructing a five-story block in the village, even if the General Urbanistic Plan didn’t provide for the erecting of a multi-story building in the area. “At that stage, when the construction authorization was issued, the foundations of the building were already laid by violating the red lines, without the company having a license allowing it to erect constructions with more than two stories,” he stated.

The lawyer noted that when the construction works began, the investor didn’t have authorizations from the public health, emergencies and ecological services. Even if the State Construction Inspectorate earlier issued two prescriptions by which it warned about violations committed in the construction of the block, afterward it issued a prescription saying the business entity removed the identified shortcomings and the construction authorization that expired not long ago should be thus extended.

Vitalie Enachi stated that a lawsuit was filed against the former administration of the local mayor’s office. The trial also involves the business entity that executed the construction works.

The current mayor of Gratiesti Victor Mardare said that if the construction is finished, a precedent could be set. Other business entities also submitted similar projects for erecting buildings on plots in the village. “Profiting from the situation that the plot is located at a crossroads, these considered that more can be built. More means 48 apartments, and if we multiply this figure by three it will be 144 persons. They cannot obey particular rules for the simple reason that the area is too small,” stated the mayor, noting that the lack of areas for setting up parking lots is a painful problem.

Ianus Boesteanu, a resident of Gratiesti near whose house the apartment building is being erected, said that he repeatedly asked for information from the local mayor’s office about the construction, but received an answer only when the construction works were already started.
