The reorganization of the Chisinau City Hall is one of the priorities of a number of candidates for mayoralty. These consider that many of the municipal enterprises and divisions managed by the City Hall are now inefficient and spend too much money. The issue was developed in debates staged by the public TV channel Moldova 1, IPN reports.
The candidate of the Party “Democracy at Home” Vasile Costiuc said the Chisinau City Hall should be mandatorily reorganized as there are any inefficient subdivisions, divisions and municipal enterprises and this aspect should be reviewed. “The public money is spent inefficiently and this surely generates concern. But the law allows each mayor to come up with a new organogram and to demonstrate that a part of these divisions should be merged and optimized,” stated Vasile Costiuc.
The candidate of the Party of Socialists Ion Ceban said there is chaos and corruption at the City Hall. A comprehensive audit should be carried out at the municipal enterprises and subdivisions of the City Hall and the performance criteria should be assessed so as to de-bureaucratize the apparatus of the municipality. “There are now many functionaries who don’t know what they should do as there are no functional instructions. A new structure of the City Hall should be adopted by the New Year,” stated Ion Ceban. He noted that the posts should be filled only based on public contests.
The candidate of the Green Ecologist Party Victor Stratila noted the current organogram of the City Hall is of Soviet type. During the last few years, it was proven that the administration of the City Hall included corrupt persons and the model should be thus changed. “When the reorganization is launched, the functionaries who showed they are corrupt and do not fulfill their duties appropriately will be removed,” stated the candidate, adding the dismissed functionaries should be replaced by competent persons employed on a contest basis.
