The presidential election candidate of the political party Our Party Renato Usatyi said that if he is elected head of state, he will create a presidential emergency fund in order to immediately help the citizens. The election contestant spoke about this during discussions with citizens in Călărași, IPN reports.
“We often have situations when, God forbid, the roof of the kindergarten in a village collapses. In another situation, a child urgently needs surgery abroad and they tell you to go to the social assistance service, to go to the mayor’s office, to write a letter to Maia Sandu, to the Government, to the Parliament. In 99% of the cases, the result is equal to zero,” stated the politician.
Renato Usatyi believes that today the people survive through their last strength and they need a President to help them. According to him, this fund will be a lifeline for citizens who need help today, not in a month. The fund will be financed from both private domestic resources and money provided by international partners.
“If something breaks in your yard, don’t call the NGOs for consultation and then design a project. You immediately solve the problem. This is what a presidential republic means, when today you do not tell the person that according to the procedure, we do not have the right to help them,” the presidential candidate also said.
Currently, in the Republic of Moldova there is the Reserve Fund and the Government Intervention Fund. The first fund is intended to finance budgetary expenditures that simultaneously meet several eligibility criteria, i.e. emergency situations that arise during the year and could not be anticipated in order to be covered through the approved budget or when there are no reserves in the budgets approved for public authorities.
The Intervention Fund is used to finance urgent expenses related to the alleviation of the consequences of natural disasters, in case of epidemics, as well as in other exceptional situations of a technogenic nature – fires, explosions, damages, etc., natural – geological, meteorological phenomena, and biological-social, such as contagious diseases, mass poisoning, etc.
