Regulations of reorganized ministries approved

The Cabinet on August 30 approved the regulations of the nine ministries that remained of 16 following the reformations of the executive. The standard structure of the regulations concerning the organization and functioning of the ministry as a specialized body of the central public administration, which was approved by the Cabinet at the end of July, was taken as a basis, IPN reports.

Thus, the mission of the ministry is to analyze the situation and problems in the managed areas of activity, to draft efficient public policies, to monitor their implementation and the implementation of other regulations. Based on the monitoring, there will be proposed justified solutions that would enable to ensure the best benefit-cost ratio in the implementation process. The ministries will also work out public policy documents and regulations that govern the areas of activity.

The Cabinet also approved the decision to reallocate budget funds for the ministries’ activity. “Given the expected savings of 40-42% or even 50% at some ministries following personnel reduction, the revenues of functionaries who will continue work could be increased by raising the bonuses provided for work intensity, creativity and heavier workloads,” said Iurie Ciocan, head of the Reform Implementation Center.

“At the next stage, we will do the same in relation to governmental agencies. A state is powerful when its institutions are powerful. My dream and objective is to bring together the best specialists in the Cabinet,” Prime Minister Pavel Filip said in this connection.
