Cabinet approved a bill to amend 12 normative documents with the aim of facilitating the activity of the business community in Moldova. The register of complaints (register of complaints and suggestions) was eliminated. Thus, any complaint submitted directly to traders or to the Inspectorate will have the same legal value as the one written in the register of complaints, IPN reports.
Under the bill, the deadline for the repair or replacement of products by the seller is extended from 14 days to a maximum of 30 days in particular situations. At the same time, the consumer will no longer have the right to return a product during the first six months after purchase, regardless of the seriousness of the noncompliance or the possibility of repairing or replacing the product.
The categories of authorized entities that carry out technical examinations in case of noncompliance of goods to see whether this is attributable to the consumer or the producer were extended.
Unjustified requirements that place restrictions on rural houses as regards the number of rooms and tourists, as well as the assortment of products used to serve tourists, were removed. Currently, the law requires that tourists should be served at rural houses exclusively with own products or products from households in the locality or neighboring localities.
The bill enables to stage hygiene training online and free of charge. The obligation of repeated/periodic training of unit leaders and designated workers in occupational health and safety every three years was eliminated. The validity of such training was extended for life.
Also, the validity period for waybills was eliminated by amending the Road Transport Code, excluding unjustified costs for economic agents. The obtaining of remote electronic signature through video recordings of the applicant, made through remote person identification services involving verification with a human operator, is introduced.
According to Minister of Economic Development and Digitalization Dumitru Alaiba, these regulations can reduce unnecessary costs and barriers for the business community in Moldova. Through these changes, about 183 million lei are saved annually.
