The reforms in Ukraine face a series of obstacles event if the European Union has increased its assistance during the last few years. Among the obstacles is the intrusion by oligarchic groups into the political, economic and media sectors, Dionis Cenusa says in a new opinion article for IPN.

The politologist reached such a conclusion when he analyzed the recent Audit Report on the European assistance provided to the EU that was recently published by the European Court of Auditors.

Among the effects of the influence exerted by the ‘oligarchic clans’ in Ukraine, Cenusa enumerated the imbalances in public administration, up to down corruption, and use of public finance for private goals.

According to Cenunsa, the European Court of Auditors’ reports suggests that the EU has a reduced capacity to change the state of affairs. He reiterates the report’s conclusion that the Ukrainian authorities fulfill the commitments to diminish the share of oligarchs, assumed towards the European institutions in 2015, sporadically and with difficulty.

The politologist reminds the conclusions of the European Court of Auditors’ audit report on the Republic of Moldova, which also identified a series of problems. He concluded that the report on Moldova omitted the phenomenon of captured state and the Moldovan oligarchs who contributed to the banking frauds.
