Quality of water supplied by “Apa-Canal Chisinau” corresponds to norms despite sudden reduction of investments for networks’ rehabilitation
The water delivered by JSC “Apa-Canal Chisinau” (ACC) corresponds to STAS 2874-82 “Potable water. Technical quality conditions” state standard”, the general director of ACC, Constantin Becciev declares.
According to Becciev, the filtration of the water coming from Nistru River is operated at the purification plants according to classical technologies used by the majority of developed countries, the chlorine being used as disinfectant. This chemical element has no other alternative until now. The other technologies, which seem to be better, as ozone and ultra-violet rays not have a log term effect and do not guarantee bacteriological stability during all the period of water’s transportation to consumers, the cited source says.
Daily, 24 hours a day, about 40 samples are collected and the quality of the water is verified by the Central Laboratory for the quality of water. From the beginning of this year, the laboratory drew 5000 samples. More, the Municipal center of preventive medicine independently draws samples and systematically compares them with the water quality state standard. The water which must be delivered through public networks is subject to 32 tests.
According to Becciev, the quality of water depends to a great extent on the networks. In the case of aqueducts administrated by ACC, the sanitary rules are strictly respected, but the condition of the networks inside apartment blocks, which belong to the lodgers, often, are in a bad condition. Rust and other impurities which can be found in the water are the effect of the deteriorated interior networks, which should be cleaned, disinfected or replaced.
At the same time, the director of ACC mentions that the lack of own financial resources has negatively influenced investments for rehabilitation of water and sewerage networks. In 2002, these investments constituted MDL 48.2 mln, in 2003 – MDL 39.9 mln, in 2004 – MDL 31.0 mln, in 2005 – MDL 24.5 mln and in the first half of 2006 – only MDL 8.4 mln were allocated.
This worsening tendency of the economical-financial state of affairs is happening despite the fact that the City Hall and the leadership of JSC “Apa-Canal Chisinau” undertook active measures in order to reduce losses and unproductive expenses.
