Public administration reform is done inefficiently, study

Even if the public administration reform strategy is generally a good document, the strategy’s action plan not always corresponds to the problems identified by this. A series of result indicators are unclear and do not match the general and specific objectives. The plan of action was drafted in a hurry and without sufficiently consulting the NGO and academic sectors, shows a monitoring study that centered on the 2016-2018 action plan for implementing the public administration reform strategy for 2016-2020 that was carried out by the Institute for Urban Development and Transparency International, IPN reports.

According to the executive director of the Institute for Urban Development Veaceslav Bulat, who is one of the study authors, the public administration reform strategy envisions the monitoring of its implementation at governmental level and defines the procedures, terms, officials in charge and the half-yearly and annual reporting forms. However, during two years of the adoption of the strategy, the authorities published no official report on the results of its implementation and the planned measures are taken with delay and with deviations from the plan.

The study shows the actions to improve the strategic planning system and to work out policies, aligned with the budgetary process and connected to the SIGMA principles of public administration, stagnate. The quality of some of the normative documents worked out to implement the strategy leaves to be desired, especially of those related to decisional delimitation.

There is insufficient communication between the State Chancellery and the Public Administration Academy in implementing the measures aimed at consolidating the professional capacities. During the past two years, the phenomenon of political migration in the public administration in Moldova reached unprecedented proportions. The phenomenon expands due to corruption or buying of political support and the amplification of practices to threaten and intimidate local elected officials. The distribution of state budget funds continues to be used as a method of aggregation of political loyalty and stimulation of the political migration of local elected officials.

To remedy the situation, the study authors recommend updating the action plan, reviewing the planned actions and result indicators by adjusting them to the problems defined in the strategy, publishing half-yearly and annual reports on the implementation of the strategy, ensuring transparency in the activity of public authorities, especially newly created entities, and eliminating the method of allocating state budget and governmental funds according to political criteria.

Transparency International Moldova executive director Lilia Carasciuc voiced hope the formulated recommendations will be taken into account not only by the government, but also by parties and these will include them in their electoral programs. “The quality of life of people depends on the quality of governance. That’s why any reform should be taken seriously, especially a basic reform like the public administration one as this reform is the foundation of other reforms,” she stated.

The study centered on the public administration reform actions planned for June 2017 – May 2018.
