The candidate of the European Social Democratic Party (PSDE) for the post of mayor general of Chisinau Vadim Brînzaniuc proposes fundamentally reforming the City Hall. He presented his view on how the new divisions should look like and on how the existing subdivisions should be reorganized, IPN reports.

In a news conference, Vadim Brînzaniuc said the reformation plan envisions the constitution of the local police and the institution of a new executive post, of public administrator, which will be filled at the suggestion of the mayor to deal with the public affairs of the city.

The first steps of the reform proposed by the candidate envision the constitution of three new main directions, namely the Projects Division, the Development and Investment Division and the Public Procurement Division. “The current budget of Chisinau cannot ensure the proper development of the city. Today the budget is used rather to manage current affairs. If we do not look for additional sources, we will be able to only maintain roads, green spaces and sidewalks. Only small projects,” stated Vadim Brînzaniuc.

The candidate also proposed instituting the post of public administrator at the City Hall. “Anyone can become mayor general. This is a public post. The professional management of public affairs should be the duty of the public administrator. This should be a career public functionary proposed by the mayor general and supported by the CMC. It is an efficient measure to manage the city and a common international practice. The public administrator will manage the current affairs in Chisinau,” stated Vadim Brînzaniuc.

Also, the administrative reform envisions the reorganization of the divisions that deal with urban planning, property management, urban mobility, transport, trade, education, social protection, health, culture, tourism, sport, etc.
