Promo-LEX Association made a call addressed to the players involved in the organization, holding, facilitation and protection of public rallies by which it underlined the necessity of increasing efforts to ensure the exercise of the right to the freedom of peaceful assembly given the reports about the rallies planned for the immeidate period, IPN reports.
Promo-LEX calls on the organizers, the participants and third persons to refrain from deeds, speeches, statements and gestures that can endanger the exercise of the freedom of peaceful assembly. The participants and organizers are urged to be vigilant and to report to the representatives of the public authorities any suspect element that can undermine peaceful assemblies or can endanger the life and health of the participants.
The police are encouraged to devote attention to the assemblies so as to offer all the necessary protection to the participants and organizers that peacefully exercise the freedom of assembly. The responsible public institutions are requested to act firmly so as to prevent and stop eventual violent or subversive actions that can affect peaceful rallies and that can endanger public order and safety and national security.
The Association underlines the necessity of ensuring in a balanced way the rights and freedoms of all the persons. Promo-LEX reminds that the assemblies aimed at inciting a war of aggression, national, racial, ethnic and religious hatred are banned. The undermining of national security or the country’s territorial integrity, commission of offenses, violation of public order or organization of mass disorder are also banned. “The rally should not violate public morality, the rights and freedoms of other persons or to endanger the life or health of these,” urges the call.
Promo-LEX notes that the call was made in connection with the protests that are to be staged in the municipality of Chisinau in the immediate period and given the information provided by the responsible central public authorities about the risks of use of violence that can endanger public order and national security.
