The presidential runoff vote on November 15 will be monitored by a larger number of observers. The Central Election Commission (CEC) has accredited another 185 observers, 23 of whom are international ones, IPN reports.

At the out-of-country polling stations, there were accredited 41 observers on behalf of nongovernmental organizations and electoral contenders.

The CEC warns that the observers do not form part of the composition of the inferior electoral bodies and they are remunerated not by the CEC, but by the subjects that asked for their accreditation.

The observers have the right to attend all the electoral operations, including on the election day, without intervening in the electoral process or in other electoral aspects, and to inform the head of the electoral body about the noticed irregularities. They have access to all the information of an electoral character, the voter rolls, the voter reports compiled by the electoral bodies and can take photos and make videos with the notification of the head of the electoral body, without endangering the secrecy and security of voting.

The 2,197 observers accredited for the first round of voting will continue to oversee the elections at the runoff vote.
