President promulgated law to change electoral system swiftly in order to avoid protests, opinion

President Igor Dodon promulgated the law to introduce the mixed-member electoral system speedily in order to avoid the preparation of protest scenarios. Such a statement was made in the program “Key issue” on NTV Moldova channel, IPN reports.

According to politologist Stas Vartanean, the longer the law had stayed on the President’s table, the greater the pressure would have been both in the country and abroad. “From political viewpoint and from the President’s viewpoint, this is a normal, legal action,” he stated.

Political analyst Cornel Ciurea in the same program said the new system suits first of all the Party of Socialists, at least from theoretical viewpoint. “We will yet see what happens in practice, but judging by the general circumstances, the Socialists cannot lose,” he said.

Journalist Alexandru Stahurskii noted the rules should not be changed during the game and the electoral system should have been replaced after the parliamentary elections of 2018, for the next generation of politicians.

On July 20, Parliament adopted the bill to amend the electoral legislation in the final reading. The party-list proportional representation system was thus replaced with the mixed-member electoral system under which half of the MPs will be chosen based on party lists, while the other half in single-member constituencies.
