Premier discusses corruption combating with civil society

Prime Minister Chiril Gaburici on May 15 had a meeting with representatives of civil society, where they discussed the recently launched anticorruption initiatives. Among the priorities underlined by the Premier are the national unity, preeminence of the law and sustainable economy. The members of civil society approved of the anticorruption initiates, saying they are ready to support them, but noted that society is waiting for drastic measures against the persons to blame for the situation in the banking sector, IPN reports.

After the meeting, the Premier told the journalists that among the main anticorruption initiatives are the swift promotion of the Law on the Prosecution Service, which contains a series of new provisions, the exclusion of immunity for everyone, especially of administrative immunity, ensuring of transparency in the work of such law enforcement bodies as the National Integrity Commission, the National Anticorruption Center and the police and diminution of the political influence on these, including by designating the heads of these institutions at public contests.

Chiril Gaburici said that another initiative envisions the creation of two new institutions – one within the National Anticorruption Center, which would deal with cases of large-scale corruption of over €10,000, and another one that would deal with the recovery of the damage caused by unjust enrichment or acts of corruption.

The Premier noted that the number of documents required for initiating construction works should be reduced from 27 to 9-10. The number of inspections carried out by state institutions should also be decreased.

Chiril Gaburici called on civil society to support the Government in achieving the set objectives. “I assume responsibility when necessary, but we must know that society supports us and we follow the right direction,” he stated.

Transparency International Moldova director Lilia Carashcuk said the Premier’s initiatives refer more to the prevention of corruption than to corruption combating. According to her, the situation in the banking sector is a force majeure one and the solutions in this respect must be corresponding.

Director of the Institute of Public Policy Arcadie Barbarosie said the initiatives put forward by the Premier can contribute to substantially diminishing corruption. “The only risk I see is the lack of political support, which can lead to the dismissal of the Prime Minister,” he stated.

The participants in the meeting agreed to restore the National Participation Council under the Government and to convene it regularly for discussing concrete themes.
