The risk of endlessly perpetuating early elections is so big that the political parties are obliged to reach a compromise and avoid such a situation. The MPs should come to an agreement and elect the head of state in Parliament by 61 votes, consider Leonid Litra and Cornel Ciurea, experts of the Institute for Development and Social Initiative “Viitorul”. In the analysis “Referendum in Moldova: failure or a new way?”, quoted by Info-Prim Neo, the experts present several possible post-referendum scenarios. “The most serious problem is the delay in amending Article 78 of the Constitution that describes the method of electing the head of state. By leaving this problem unsolved, the parties condemned themselves to a quick return to this problem in the next Parliament, whose political composition may be similar to the present one,” the experts said. Leonid Litra and Cornel Ciurea consider the parties can amend the Constitution in the present legislative body by voting in favor of the constitutional amendment proposal examined by the Constitutional Court in May 2010. The proposal says the head of state should be elected in Parliament by three rounds. In the third round, the President is elected by a simple majority of votes – 52. Such a decision can help break the deadlock, the experts consider. Another possibility is to continue promoting the initiative concerning the direct election of the head of state. But it will require long time and is problematic because of the failure of the recent referendum. Speaking about the results of the September 5 plebiscite, the authors of the analysis say most of the parties, especially the Liberal-Democratic Party and the Democratic Party, used the plebiscite to promote the referendum and to gain support for their candidates for the presidency. The expert say the ruling parties relaxed after three surveys released before the referendum showed the voter turnout will oscillate between 55% and 70% and most of the participants will vote in favor of amending the Constitution.
