Police and cars dilemma goes on. Info-Prim Neo analysis

The cars create problems to the Chisinau residents not only in the intense traffic where they cause irritating jams, but also when parked on sidewalks as they block access. The cars occupy sidewalks and green spaces illegally. Tudor Capatana, spokesman for the General Police Commissariat, said that the problem resides not only in the insufficiency of parking lots in the city, but also in the drivers’ lack of education. “Even if there are authorized car parks, the drivers often park the cars as it is suitable for them. After the Code of Administrative Offenses came into force on May 31, pushing the fines up, the drivers became more responsible, but it is bad that the people act out of fear, not because this is how they should act,” Capatana said. He also said that if there are no road signs that ban parking on sidewalks the drivers cannot be punished, except situations when the pedestrians complain. If the cars are parked on lawns or any other place that is not asphalted, they are removed and the driver is fined 200 to 400 lei. The pedestrians are dissatisfied as they cannot move freely on sidewalks. The parents with baby carriages and the invalids are yet the most dissatisfied as they have to move along the roadway, violating thus the traffic rules and endangering their lives. The pedestrians consider that the traffic police must be stricter when their rights are violated and the fines must be larger. Infuriated, one of the pedestrians said that he can hardly keep himself from not damaging the cars. “I want to scratch them and broke their windows so as to solve this problem that the police cannot remedy.” he said. The arteries in Chisinau can accommodate about 90,000 cars, but their real number exceeds 200,000.
