PLDM launches initiative “Accessible Dwellings”
The Liberal Democratic Party of Moldova rolled out the initiative “Accessible Dwellings” for young families and families on low incomes. The price of the apartments is by 35% lower owing to the subsidization of the interest on the loan that can be repaid over up to 20 years, Info-Prim Neo reports, quoting a communiqué from the PLDM.
The initiative was launched by the PLDM’s candidate for mayor of Chisinau Victor Bodiu. He said that neither the state nor the mayors’ offices are now able to provide dwellings free of charge, while the lending conditions are very tough.
The PLDM aims to set up a home loan guarantee fund to pay the first installment on the loan. The fund will be created with the financial support of donors and international financial organizations. It will provide cover against all the related risks. A part of the interest will be compensated so that the payment does not exceed the current rent.
The program will start by institutionalizing the Municipal Apartment Agency, which will work on the basis of a partnership agreement between the Chisinau City Hall, the Government, the Commercial Banks Association and the Association of Employers of Construction-Assembly Companies.
Attending the launch, Prime Minister Vlad Filat, the president of the PLDM, said the young families and persons on low incomes will be able to buy a house only within partnerships between the Government, local authorities and development partners.
Pavel Caba, president of the Construction Employers Association, said this project covers the 146 unfinished apartment buildings located all over Moldova, over 80 of which in the municipality of Chisinau. There are more than 1 million square meters of dwelling in the 146 buildings. The implementation of the “Accessible Dwellings” initiative will enable to yearly put 500-1,000 apartments into commission in Chisinau municipality.
