Period for implementation of regulatory reform’s second stage could be prolonged
The World Bank Mission visiting Chisinau found during a meeting with Speaker of the Parliament Marian Lupu that the schedule for the implementation of Guillotine II is not fully respected.
According to the Press Service of the Parliament, Irina Astrahan, the head of the WB Mission, emphasised the need to efficiently implement the second stage of the Guillotine and ensure that the reform which is so important for the society and businessmen in Moldova is high-standard. The WB Mission underlined that because the Parliament has little time to examine the package of amendments, one of the solutions to avoid a poor-quality piece of legislation is to extend the implementation period of the reform.
The speaker of the Parliament agreed with the viewpoint of the WB in what concerns the need for an efficient and high quality regulatory reform. The speaker mentioned that the second stage of the Guillotine will not be formal and declarative, but a reform with a practical effect for the business environment of Moldova. In this respect, Marian Lupu stressed the fact that the Parliament could support the idea of prolonging the implementation period of the second stage of the regulatory reform if need be.
