The PAS group on the Chisinau Municipal Council (CMC) accuses the cleanup company “Autosalubritate” of badly managing the problem of stray dogs. The company’s management is incompetent or at least baldy intentioned, Alexandru Trubca, the group’s deputy head, stated in a news conference, being quoted by IPN.
The councilor said that “Autosalubritate” last year spent 1.35 million lei on cages for the municipal animal shelter in the absence of a relevant CMC decision. By this moment, “Autosalubritate” hasn’t provided clear data as to how many dogs were caught, sterilized and returned to the natural habitat. Only for January-April last year, the company reported that it caught 500 dogs that simply didn’t exist on documents. “So, someone simply stole half a million lei,” stated the councilor, noting the catching, sterilization and return of a dog to the naytirl habitat cost the municipal budget 1,000 lei.
Alexandru Trubca noted that “Autosalubritate” monthly reports that it catches 140 dogs, but it should normally catch at least 400. There is no clear mechanism for monitoring the use of medicines that are simply absent. The sterilization process was suspended three months ago for the reason that three is no veterinarian there.
The PAS group formulated a series of proposals for dealing with the problem of stray dogs. Ina Coșeru, a member of the public amenities commission, said the Animal Control Section of the Public Amenities Division should be provided with staff and a contract should be signed between “Autosalubritate” and this Division, by which the company would be obliged to strictly monitor its activity in the field.
Contacted by IPN for a comment, “Autosalubritate” director Dumitru Vulpe said that he took up his duties over a month ago and most of the irregularities were committed by the former administration of the company. The new cages were bought at a cost of 980,000 lei, not 1.35 million lei and it was an urgent purchase as it was winter and they didn’t have were to keep the stray dogs. After the dogs are neutered, they return to their natural habitat. Some of the dogs become more aggressive and can attack locals again. A solution is to create a “dogpark” by the model of the Zoological Garden.
“Autosalubritate” is to sign with a firm contracts for the sterilization of stray dogs, initially in Ciocana district. Next week, the company will discuss with officials of the Agrarian University so that two-thee students, future veterans, become involved in neutering services.
