Parliament passes President’s initiatives on economy liberalisation

The Parliament has approved on Friday, April 27 in final reading the initiatives by President Vladimir Voronin, which according to the head of state, aim at liberalising the economy. The draft was passed with insignificant changes, compared with its first variant. According to one of the initiatives, the economic entities will not pay the income tax of 15%, in case the incomes will be invested. In case of paying dividends (the canalisation of incomes to consumption), the income tax of 15% will be maintained. According to the head of state, this initiative aims at determining the investors to reinvest the obtained income for expansion and development of businesses. The other two initiatives refer to fiscal amnesty and amnesty of the capital. The first refers to annulling all the fines penalties and debts to the State Budget due until January 1. The distraints levied upon the assets of the economic entities will be annulled, and the inspection bodies will be prohibited to verify the previous fiscal periods. At the same time, starting January 1, it is proposed to increase the sanctions for not paying the taxes to the national public budget. The draft was approved with the vote of 67 MPs. During parliamentary debates, several opposition MPs criticised the project. MP Ion Gutu said this reform shows that the national economy is in a deep crisis. Gheorghe Susarenco said that the goal of this law is to legalise everything that was stolen over the last 10 years. On the other hand, the communist and Christian-democrat MPs pleaded in favour of the draft law.
