The deficiencies in the proper and efficient organisation in the process of adjusting the legislation generated a series of disagreements, unavoidably associated with malfunctions in implementing the provisions of the law. In order to eliminate these negative effects, the Parliament will proceed to inventory the present legislation to create a coherent, reliable and efficient legislative system, Speaker of the Parliament Marian Lupu stated in his speech delivered to the Parliament at the end of the autumn session. In light of the fact that Moldova already has a complex legislative framework, the Parliament should pay a closer attention to carrying out its task of parliamentary control and implementation of the. There are sufficient good laws in Moldova, but they are inappropriately implemented, so that they remain abstract, dysfunctional and diminish their potential in regulating social relations and protecting the rights of the citizens, he specified. Referring to the Parliamentary year 2006, the speaker said that the Parliament has honoured its engagement by adopting the schedule of legislative acts, an obligation every member of the Council of Europe has. Also, according to Lupu, the field of external parliamentary relations was marked by several important events. During those 27 plenary sittings of the autumn-winter session, the MPs adopted 168 legislative acts, of which 22 new laws. Other 50 laws, amended the present legislation, in this way contributing to the improvement of the laws, and through 10 ratification laws, Moldova joined series of international agreements and conventions. Speaker of the Parliament said in the end that the parliamentary year 2006 was dynamic, interesting and prolific, offering a precious experience.
