Approximately 300 observers of Promo-LEX Association will monitor the new local elections that will take place in Chisinau municipality on May 20 and about 60 observers of the Association will supervise the elections that will be held in Balti municipality the same day. Contacted by IPN, programs director of Promo-LEX Pavel Postica said the Association will have by an observer at all the established polling places.
The observers of Promo LEX attend a training course and take a test concerning the main developments at a polling place. Each observer of the Association signs a code of conduct. Among their responsibilities are not to resort to political bias and to assume the obligation to work equidistantly and impartially in relation to all the political players involved in the electoral race.
In general, the short-term observers are recruited through the agency of the long-term observers of Promo LEX, who already started work. The short-term observer has the duty to prevent particular violations on the election day. This ascertains all the events in the area of responsibility, either at the polling place or in the electoral district. Monitoring reports are compiled based on the observations and are made public.
The Central Election Commission in its April 10 meeting accredited 75 national observers of Promo LEX for the new local elections. After all the observers are accredited, training seminars will be held for these.
