OPEN LETTER
to the Speaker of the Parliament of the Republic of Moldova, Igor Grosu
Dear Mr. Speaker of the Parliament!
I make this call to you due to the concrete situation created in the Republic of Moldova, but also to the need to take all the necessary actions to ensure peace in our country.
As you well know, the Constitution of the Republic of Moldova was adopted 30 years ago and it also stipulates the country's neutrality status. However, in recent years the need for this status has been periodically questioned by some of the officials holding responsible positions, who even suggest that the Republic of Moldova should renounce it and join a military alliance. Such statements raise concerns and create a particular mood in society. I know this not from hearsay, but from direct discussions with people, who fear that the Republic of Moldova can be drawn into scenarios that can undermine peace. And peace, as you well know, Mr. Speaker of Parliament, is the most precious thing that our people have.
For us, those from the Heart of Moldova Republican Party, ensuring peace is an absolute priority and this is also set in the program adopted at the Congress on November 16, 2024. We see neutrality as a cornerstone that must underpin all efforts to secure peace. Therefore, we consider it extremely important for the people to express their opinion on this subject and to put an end to the speculations that are made on this subject for many years to come. That is why, Mr. Grosu, we propose that you should publicly assume the commitment to start the necessary procedures for the organization of a consultative referendum on neutrality, in 2025, simultaneously with the parliamentary elections.
My request to you stems from the fact that you are also the Chairman of the ruling party and you have the necessary number of MPs not only to start the legal procedure for organizing the referendum, but also to vote on the draft decision regarding the referendum date. The organization of the referendum simultaneously with the parliamentary elections will allow to save important financial resources and to concurrently find out the citizens’ opinion on this issue of utmost importance.

Together with the colleagues, we are in permanent contact with the people and I would like to assure you that the wish of many of our citizens is that the referendum should be held concomitantly with the parliamentary elections. You will make a nice gesture if you take into account the opinions of the people, and you will also show political maturity and responsibility, giving them the opportunity to pronounce on such an important subject.
I express my hope that your further actions will be in line with citizens' expectations. But, at the same time, if you do not accept this approach, together with the colleagues, we reserve the right to make other decisions so that the will of the people is implemented.
