One year after approval, Chisinau's General Urban Plan is not functional: councilors complain

As more than a year has passed after its approval, the General Urban Plan (GUP) of Chisinau remains idle, what generates enormous problems in more respects, a number of councilors complain. According to them, the situation may be explained by the fact that the Architecture and Urbanism Direction of the Chisinau Municipal Council (CMC) has not put up for examination the Regulation of implementing the GUP, a component part of the Plan, Info-Prim Neo reports. A number of CMC members addressed interpellations in this respect at the sitting of Thursday, May 15. The leader of the Moldova Noastra Alliance faction, Pavel Gaba, said because of the errors in calculating the “red lines” in developing the GUP, a number of construction companies stopped their works. “More economic entities cannot build, or have to demolish what they have built, because the red lines were calculated mistakenly,” Caba said. The so-called “red lines” mark the adjacent areas of buildings. Examples of illegally constructing buildings were brought in by councilor Valerii Climenco, too, while the leader of the Christian-Democratic faction, Alexandru Cordineanu, wanted to learn why the institute Urbanproiect had not presented the regulation of implementing the GUP till May, 2007, as stipulated in the respective decision of the CMC. The General Urban Plan and the Territory Arangement Plan were approved of by the CMC in March 2007. These documents were developed by several institutes câteva from Chisinau, joined by specialists from Romania and Belarus. Starting from January 2007, the draft plans were set for public debates. The GUP is an official document of regulation in urban planning in Chisinay till 2025.
