Oleg Burlacu is the candidate of the Liberal Democratic Party (PLDM) for the mayoralty of the municipality of Chisinau. The candidate was presented by the party’s leader Vlad Filat in a public event, IPN reports.
Oleg Burlacu said that he is a practicing lawyer and gained experience of managing the LPAs over the Prut. From the past, he takes only what is good and tries to look only ahead and to arrange things so that they generate value added in what he does. The future can be changed only by concerted effort, together with the inhabitants of Chisinau. He got acquainted with Vlad Filat through the agency of municipal councilor Ruslan Verbitski and he eagerly accepted the proposal to compete for the mayoralty alongside the PLDM.
Oleg Burlacu believes the Chisinau City Hall should promote the interests of citizens and this is achievable. A filter is needed at the divisions and other departments of the City Hall to assess the performance of managers.
During the first six months, Oleg Burlacu aims to set performance indicators to test the capacities of managers so as to create efficient public administration. The City Hall should be an instrument of services in the public interest of the residents of Chisinau and such an objective can be achieved. It is possible to bring the biggest European companies to Chisinau for these to make investments, to create jobs and to raise the living standards.
According to Vlad Filat, it took them long to identify the PLDM’s candidate for mayor of Chisinau as they looked for a candidate who has the capacities to overcome the profound administrative crisis in Chisinau, who can direct all the resources and energy to develop the municipality.
The PLDM looked for a person with advanced skills of organizer and negotiator, a specialist in public management and in building efficient teams. Chisinau needs a person who can unite the City Hall’s team into a common body that focuses on the solving of citizens’ problems. The city needs a person who can organize the rational selection of problems and priority projects, to ensure the designing of programs and action plans and their proper implementation. Oleg Burlacu has all these qualities and has training and the experience needed for Chisinau to be managed efficiently in the interests of the inhabitants of Chisinau, stated Vlad Filat.
