The Election Code should be amended so as to remove the existing shortcomings that could affect the correctness of the presidential elections, recommends the final report of the Promo-LEX mission that observed the new parliamentary elections in Hâncești single-member constituency.

Promo-LEX pleads for explicitly regulating the cases that can be described as indirect financing of the election campaign of particular candidates by parties that are not registered as election runners, but are involved in campaigning. The obligation for the support signature lists to contain signatures of supporters from one locality should be excluded, IPN reports.

The final report published on April 1 says the competitors in the monitored period carried out at least 176 promotional activities, the most often ones being the activities to distribute or place electoral advertising – 45% and the meetings with voters – 30%. The largest number of campaigning activities were staged by the Shor Party – 34%, the Party of Socialists – 29% and the Action and Solidarity Party – 20%.

According to the reports submitted by the election runners to the Central Election Commission, 78% of the declared costs went on advertising and promotional materials, 15% on meetings and events, 3% on the remuneration for the electoral staff, 3% on transport and 1% on something else.

Promo–LEX noted that five of the seven electoral contenders omitted to fully report the costs incurred in the election campaign: PSRM (91,015 lei), independent Grigore Cobzac (16,978 lei), Democratic Party (10,409 lei), Union Bloc (6,122 lei), Shor Party (1,469 lei). It was estimated that at least 125,993 lei wasn’t reported.

According to the observers of Promo-LEX, the number of electors on the main registers of voters used at the March 15, 2020 parliamentary elections in single-member constituency No. 38 decreased by about 169 compared with the ordinary parliamentary elections of February 24, 2019.
