Number of voters without domicile and those from Transnistrian region is higher, report

In the context of the Snap Parliamentary Elections, on the basis of data published by the CEC, Promo-LEX for the first time ascertained a constant, though insignificant diminution in the number of voters in the State Voter Register. On May 4, 2021, the number of voters was by 7,529 people lower compared with September 2, 2020.

The number of voters without domicile/residence and of those from the Transnistrian region (15.1% of the total number) increased. This creates preconditions for a higher number of citizens to vote on additional lists, shows the first Monitoring Report for the Snap Parliamentary Elections of July 11, 2021 that was presented by Promo-LEX programs director Nicolae Panfil in a news conference, IPN reports.

Based on the experience of overseeing the presidential elections of November 2020, Promo-LEX warns about the necessity of assigning a sufficient number of members of the lower electoral bodies and of avoiding dissentions over the identification of locations for the electoral bodies, especially with regard to the polling stations intended for the Transnistrian region.

As to the political context, the Election Observation Mission of Promo-LEX noted the snap parliamentary elections are very important for the quality and strategic direction of decision-making in the Republic of Moldova. “The snap elections are to be organized in the context of the Parliament not being able to form a Government, even though most of the groups did not express a major interest in the imminent snap parliamentary elections. The Parliament was dissolved as the population’s trust in the central public authorities, particularly Government and Parliament, had decreased. The presidential administration had a decisive role in triggering the early parliamentary election,” runs the report.

As to the date of elections, July 11, the Mission said the elections will be held in 74 days of the dissolution of Parliament, which is in accordance with the provisions of the Electoral Code.

Report No. 1 for the Snap Parliamentary Elections covers both the pre-electoral period and the electoral period before the start of the candidate nomination procedures (December 23, 2020 – May 11, 2021)
