NGOs oppose plans to dissolve Torture Prevention Council

A number human rights organizations are asking the Ministry of Justice not to implement the initiative to dissolve the Council for the Prevention of Torture (CpPT) and pass on its attributions to the Ombudsman’s Office, IPN reports.

"We believe that this initiative is not necessary and there are no reasons for the transfer of these competences", shows a note containing the position of the signatory organizations.

"The organization and conduct of 75 visits (in all types of detention) in the last three years, the drawing up of more than 50 reports with over 1000 findings and over 700 systemic recommendations, sent to the targeted institutions, combat the idea of ​​inefficiency and lack of time dedicated to the activity of torture prevention”, say the organizations.

The signatory organizations consider that the involvement of civil society in the process of monitoring places of detention adds value to and increases the credibility of the entire mechanism of protection of persons in detention. "Replacing a functional and efficient mechanism with a system of service outsourcing would jeopardize the obtained achievements," the position note states.

As a result, the signatory organizations ask the Ministry of Justice not to amend the provisions of the current Ombudsman Law in the section related to the national mechanism of prevention of torture.

Signatory organizations include the Center for Legal Resources of Moldova, the Promo-LEX Association, the Institute for Human Rights of Moldova, the East-European Foundation, "Memory" Torture Victim Rehabilitation Center, Transparency International Moldova, Keystone Moldova, the Investigative Journalism Center, Positive Initiative PA.
