Next CMC meeting expected to be also heated
Mayor General Dorin Chirtoaca will consult the Chisinau Municipal Council (CMC) about the appointment of the capital city’s district heads at Tuesday’s meeting of the CMC, which will be a continuation of the September 20 meeting. The discussions are expected to be heated as the councillors could not reach a compromise to elect the CMC chairperson during a long period of time and appointed only one of the four deputy mayors.
Article 59 of the Law 436/2006 on local public administration says that the Mayor General designates the district heads of the municipality of Chisinau, who are representatives of the Mayor, after consulting the CMC. In such a way, the appointment of district heads is an exclusive prerogative of the Mayor General, but the lack of consensus over this issue can contribute to an even tenser situation in the local government.
The other issues on the agenda to be discussed by the Council are also rather problematic. These include the modification of a number of decisions regarding the patrimony, staff and other important matters made by the former city administration. It is planned to cancel the CMC decision No 07.06.2005 regarding the privatization of buildings, to modify the CMC decision No.47/8 of 08.06.2006 concerning the organigram and structure of the City Hall’s personnel, and the decisions regarding the fulfilment of the judgements of the Court of Appeal Chisinau on the reinstatement of Victor Martyniuc to the post of head of the Electric Transport Division and of the head of Buiucani district Valeriu Nemerenco.
According to the agenda, the CMC will also examine the situation of “Apa-Canal Chisinau” SA, the informative note of the Mayor General about the situation at the General Social Assistance Division; will consider the constitution of a working commission that will examine how the apartments in the residential block located on Ginta Latina Street are being distributed to the Transnistrian refugees.
