New rules for Moldovan-registered cars entering Latvia

The Ministry of Foreign Affairs of the Republic of Moldova (MFA) informs Moldovan citizens transiting or traveling in Latvia with Moldovan-registered vehicles that from January 1, 2025, new regulations for entering the Latvian territory will enter into force. Moldovan citizens are obliged to declare Moldovan-registered vehicles before crossing the border into Latvia, IPN reports.

The declaration will be made through the electronic services of the Latvian Road Traffic Safety Directorate (CSDD), accessible on the E-CSDD pakalpojumi platform. The process is free of charge, does not require authentication and can be carried out online, but requires confirmation of e-mail address.

The data required to complete the declaration include the make, model and country of registration of the vehicle, the registration number, the owner or keeper's details and the estimated period of use of the vehicle on Latvian territory.

Exceptions and penalties

Vehicles belonging to persons with diplomatic immunity or used for official, diplomatic or technical missions are exempted from the obligation to declare. However, these circumstances must be confirmed by supporting documents, which may be requested by the Latvian authorities in the event of a roadside check.

Failure to comply with this obligation to declare can lead to financial penalties of between €55 and €140. The MFA emphasizes that the vehicle declaration procedure does not replace the obligation to register vehicles that remain on Latvian territory for more than 3 consecutive months.

The Ministry of Foreign Affairs advises Moldovan citizens planning to travel or transit Latvia with vehicles registered in the Republic of Moldova to comply with the new regulations in order to avoid possible difficulties at the border crossing.
