New concept of post-doctoral programs agreed

A regulation approved by the Cabinet suggests a new concept of post-doctoral programs. The National Agency for Research and Development will be responsible for announcing and holding contests to choose research and innovation projects. This will set the priorities and conditions for taking part in the contests based on the national research and innovation program and within the limits of the funds available for post-doctoral research, IPN reports.

The post-doctoral programs will be financed through project contests with external resources, grants and scholarships and with special funds of higher education institutions and science and innovation organizations. The budget financing will be distributed by the National Agency for Research and Development in accordance with the project financing methodology approved by the Cabinet.

The post-doctoral project will contain the post-doctoral student’s scholarship, spending for mobility and direction costs that will represent at most 10% of the total grant. The post-doctoral programs will end with the public defense of the thesis of doctor habilitate or based on the synthesis of the published scientific works.

Minister of Education, Culture and Research Monica Babuc said that with the approval of the given regulation, the improvement of the skills of the highly-qualified scientific staff in Moldova will become unitary. The foreigners will be able to take part in contests of post-doctoral projects based on bilateral and multilateral agreements signed by Moldova in accordance with the principle of reciprocity.
