New bill on NGOs is much better than current law, opinion

The new draft law on nongovernmental organizations is much better than the current law. This clarifies many aspects concerning the involvement of the political class and the state in the activity of the NGO sector. The statement was made in the program “Emphasis on today” on TVR Moldova channel, IPN reports.

“Currently, the law on public associations allows the Ministry of Justice to become involved in any activity of NGOs and to ask for any document. This could block the activity of an organization at a certain moment,” said Ion Guzun, legal adviser at the Legal Resources Center. According to him, the current bill clarifies some of the aspects that could be interpreted.

Analyst Corneliu Ciurea said the state becomes involved in the activity of NGOs rather modestly. “From my viewpoint, this support is insufficient and I would like the state to become more involved because it is in its interests to have the NGOs among its fiends, not among its enemies. Given the created animosity situation, the particular lack of confidence between civil society and the state, the Government also bears particular responsibility,” he stated. According to him, the provision of financing by the state is a method of cooperating fruitfully with civil society.
