MPs who violate rules must be penalized, experts

Moldova’s Parliament will have regulations that will enable to penalize the undisciplined lawmakers. The document will be discussed in October and will be aimed at disciplining the MPs who use offensive words or have an improper conduct in the legislature’s sittings. But the lawmakers who break the rules repeatedly must be punished severely, said invitees to the program “Fabrika” produced by PublikaTV channel, IPN reports.

Head of Parliament Igor Corman said the political debates do not represent bad-taste shows. Even if Parliament is a stage for political debates, the lawmakers must give an example by their behavior. “The new Parliament’s Regulations have not been yet adopted. I hope we will debate the draft regulations in October. Some say I should be tougher, but when there are altercations as the one we witnessed, it’s no good stirring things up,” said the Speaker.

Lawyer Teodor Carnat said the main duty of the MPs is to make laws, but the lawmakers often use insulting words. He considers that penalties should be imposed on the MPs when they disrupt the Parliament’s work.

In the same connection, political analyst Viorel Cibotaru said Parliament damaged somehow the communication with the experts and civil society and this leads to the diminution of the quality of the documents adopted by the legislature in the spring-summer session.
