MPs have diferring opinions concerning bill to reform prosecution service

Lawmakers have stated different opinions concerning the way the prosecutor general is named, which is stipulated in the bill on the reformation of the prosecution service. The bill provides that the prosecutor general will be nominated by the head of state, at the suggestion of the Supreme Council of Prosecutors. Such opinions were stated in the talk show ”Place for dialogue” on the public station Radio Moldova, IPN reports.

Liberal-Democratic MP Valeriu Strelet supports the given method of appointing the prosecutor general. ”I think the mechanism is a successful one. The seven-year term of the prosecutor general was instituted in a move to ensure the independence of the post. For the same reason, we are for one person having the right to only one term in office as prosecutor general,” he stated.

The representative of the Party of Socialists Vladimir Turcan said he partially supports this mechanism. ”I think the term of seven years is too long and should be shortened to five years. We agree with all the rest and, as we told the experts of the Venice Commission, we will vote for the amendments to the Constitution concerning the reformation of the prosecution service,” he stated.

Communist MP Anatolie Zagorodnyi said yet that the reform of the prosecution service is not necessary. ”We have a law on the prosecution service, adopted in 2008. The draft of this law was approved by international experts. We should maybe make changes to this law, but not replace it. I think the political influence will not be excluded if the prosecutor general is designated by the Supreme Council of Prosecutors as some members, as for example the minister of justice, are ex-officio members,” he stated.

Within a telephone call, Liberal MP Valeriu Munteanu said the Liberal Party keeps the position that the prosecutor general must be a person from outside the country. He also denied the news broadcast by IPN on February 6, according to which Democratic MP Vladimir Plahotniuc visited the head office of the PL.

IPN specifies that a group of experts of the Venice Commission had been in Moldova on a visit to find facts about the bill on the reformation of the prosecution service of Moldova. The experts pormised that they will present a report this March.
