MPs deliver speeches in last meeting before summer recess 

The 2019 spring-summer parliamentary session ended on Wednesday. After 16 plenary meetings, parliamentary group leaders marked the closure of the session with speeches from the central rostrum where they observed that the session had been difficult and more mutual respect was needed.

Marina Tauber, member of the Shor Party group, said that lack of mutual respect reduces the efficiency of the lawmaking process. “I hope that in the next sessions this Parliament will fully assume its role under the law and will act as a true legislative assembly that deserves the full respect of the citizens. I would very much like to see a government that respects the opposition, and the opposition to have reasons to respect the government. We very much want a Parliament that doesn’t use the guillotine, and lawmakers that don’t issue criminal sentences via the media, but  respect the role of the judiciary in the state,” declared Marina Tauber.

Alexandru Slusari, Deputy Speaker and leader of the group ACUM/DA, said that the spring parliamentary session in the tenth legislature was particularly complicated. “The citizens were on the verge of a democratic catastrophe, but on June 8, sixty-one MPs assembled in this hall in semi-darkness and made a historical decision to start dismantling the dictatorial system,” said Slusari. According to him, his group members will not go on recess, but will continue to work on committees and in out-of-office events. They will be ready to assemble whenever necessary, in addition to the extraordinary session on August 12-14.

“We know that your expectations are very high, we all want major reforms and changes in all structures of the government, but we must understand that this takes time, thoughtfulness and first of all professionalism,” said Igor Grosu, leader of ACUM/PAS group. “In the 53 days since we have been in government, we have managed to pass a large number of extremely necessary and long awaited laws, which allowed us as a country to unlock financial assistance in order to pay salaries on time, which allow us to get rid of corrupt people from the key positions of the state, persons who fought against their own people, serving a dictator who today is on the run,” said Grosu.

Dumitru Diacov, leader of the Democratic group, said he hoped that starting in September “temperatures will drop” and the deputies will get down to their duties. “One colleague here said earlier that we can finally breathe easily and talk freely, but as far as I can remember we had no problems with this,” the MP said. Dumitru Diacov added that “the Republic of Moldova has recently gone through a stage that after a while will remain in history, and everyone should learn from it.”

Vlad Bătrîncea, leader of the Socialist group, said it was a historic session, “because no Parliament has ever worked in such operating conditions.” According to the deputy, his group will return in the fall with numerous proposals, in particular economic ones.

According to preliminary statistics, during the 2019 spring-summer session, 76 legislative acts were adopted in total: 19 laws and 57 decisions. 26 draft legislative acts were approved in first reading, and 129 draft legislative acts were registered in Parliament.

Parliament assembles for two ordinary sessions a year. The spring session begins in February and may not exceed the end of July. The autumn session begins in September and may not exceed the end of December.
