The absence of Moldova's top leadership form the GUAM summit in Batumy unveils Chisinau's reluctance as to this regional organization. It's a strong signal addressed to Russia, first of all. Thus, Moldova isolates itself more and more from the neighboring countries, acting contrary to the policy of good neighborhood and regional cooperation promoted by Ukraine, Georgia, Romania, etc. The refusal of the President or of the Prime-Minister to attend the summit should be construed through the prism of the intense talks Chisinau is conducting with Moscow. Moldova has steadily distanced itself from Ukraine and Romania, exclusively banking on Russia in the talks on the Transnistrian issue. However, Kiev has important pressing levers on the Tiraspol regime, while Romania is the main access way towards the European market and a natural advocate within the EU and NATO. At the same time, the absence of at least the Moldovan Foreign Minister from the summit represents a major diplomatic gaffe, which may touch upon the bilateral relationships of Chisinau with Kiev and other GUAM states. Taking into account that one of the key subjects discussed by the GUAM foreign ministers was their European aspirations, Chisinau's lack of interest for this organization may prove counter-productive for the process of European integration proclaimed by Moldova, in a package with Ukraine. Although GUAM has not managed yet to assert itself as a viable regional organization, this is due, to a great extent,to the political inconsistence of the member-states, including of Moldova. However, GUAM's potential is rather big, especially in insuring the energy security of the member states and in developing the railway and motorway infrastructure within East-European corridors. Well known is the fact that GUAM is interesting for the West, first of all, as a transit corridor for transporting hydrocarbons from Central Asia. The EU's and the US's interest for the GUAM area will enhance as enhancing is the international competition for the Caspian natural gas and oil. Boosting Moldova's participation in GUAM should focus on certain concrete projects. Up to the present, Chisinau has failed to capitalize on the advantages it has as a transit-country allowing through its pipes 17% of the natural gas consumed by European countries. Thus, leading an obedient policy towards Russia, the Moldovan authorities reduce much of the negotiating position in insuring the energy safety, the political independence and the investment attractiveness.
