Moldova learns to elect head of state from experience of other countries

In the European parliamentary countries, the MPs elect the President in different ways. But in most of them there are held at least three rounds of voting, constitutional expert Corneliu Gurin said when asked by Info-Prim Neo to say how the head of state is elected in the states with parliamentary regime. In Hungary, the President is elected by 2/3 of the MPs in the first and second rounds of voting. Only two candidates who polled most of the votes in the previous round run in the third round. The candidate who wins most of the votes becomes the winner. All the rounds must be held within three days. The elections take place not later than 30 days before the expiration of the tenure or within 30 days when the post of President falls vacant. In the Czech Republic, the President in the first round is elected by more than half of the MPs and more than half of the senators. In the second round, the head of state is chosen by the votes of more than half of the attending lawmakers and more than half of the attending senators, while in the third round – by more than a half of the lawmakers and senators attending. New elections are held if the head of state is not elected in the third round. In Germany, the President in the first and second rounds is elected by the votes of most of the members of the federal assembly (MPs and representatives of the Länder), while in the third and next rounds, the candidate who wins most of the votes emerges victorious. In Italy, in the first round the President is elected by 2/3 of the members of the assembly. In the second round, the head of state is elected the same way, while in the third round – by an absolute majority of votes. In Greece, in the first and second rounds, the head of state is elected by 2/3 of the MPs, while in the third round – by 3/5 of the MPs. If the President is not voted in by three rounds, the legislature is dissolved and the new Parliament must elect the head of state by 3/5 of the MPs in the first round or by an absolute majority of votes in the second round. In the third round, there is elected the candidate who polls an absolute majority of votes. In Moldova, the President is elected by 3/5 of the lawmakers. If no candidate wins the necessary number of votes, a second round is held, involving the two candidates who polled most of the votes in the first round. New elections take place if none of the candidates garners the number of votes needed. If the head of state is not elected in the new elections, the Acting President dissolves Parliament and announces legislative elections. The Alliance for European Integration intends to hold a referendum to simplify the procedure for electing the head of state. The Liberal Party proposed that the President should be elected by 51 votes of MP.
