Ministries and local authorities were deprived of the right to recover the unexpended funds from the State Budget. Thus, the Government took action after it previously warned the governmental structures that they failed to execute the expenditure side set by the state budget.
In its recent meeting, the Government authorised the Ministry of Finance to suspend on a monthly basis the access of budget spenders to the resources that were unused in the required period of time. Moreover, those responsible for the budget expenditure, i.e. the ministries and other institutions financed by the state budget will have the possibility to recover the unspent resources if they can produce plausible excuses, accepted by the Government.
The informational note accompanying the draft decision, underlines that the institutions that did not comply with the requirements for the period January – June 3007 are: the Academy of Sciences of Moldova – 58.1% expenditure rate (minus 63.5 million lei); the Ministry of Agriculture and Food Industry – 60.5% expenditure rate (minus 66.9 million lei); Customs Service – 69.4% expenditure rate (minus 307 million lei); Ministry of Education and Youth - 77.8% (minus 88.4 million lei); Governmental Apparatus – 78.2% (minus 5.9 million lei); Ministry of Tourism and Culture – 84.1% (minus 18.5 million lei).
