“Millennium Challenge” Corporation’s Board of Directors officially accepted the Preliminary country plan of Moldova

“Millennium Challenge” Corporation’s Board of Directors officially accepted the Preliminary Plan of Republic of Moldova as part of ”The „Millennium Challenge Account” program (MCA), founded by the US Congress. According to a press-release of the Presidency, the head of the state, Vladimir Voronin received a message from the Ambassador of USA to the R. of Moldova, Michael David Kirby, containing congratulations with the fact that the “Millennium Challenge” Corporation’ Board of Directors accepted the Preliminary country plan of the Republic of Moldova, appreciating, at the same time, the actions of the Government, and especially those of the first-deputy-Prime Minister Zinaida Greceanii concerning the elaboration of this document. Michael D. Kirby also expressed the willingness of the US Embassy in Chisinau to collaborate actively with Moldovan authorities for the successful implementation of the Preliminary plan. Millennium Challenge Account was created in 2004 by the Congress of US as a response to President George Bush’s appeal concerning a new pact for a global development, which would create bounds between major contributions from the part of developed nations and a major responsibility from the part of developing nations. MCA is basing on the experience of the last 50 years concerning development, including the fact that assistance is more effective when it consolidates robust political, economic, and social strategies – an essential condition for attracting private capital, as well as the commercial growth – a key-factor of the economical growth. Millennium Challenge Account, the governmental corporation created in order to manage this project, selects countries which, according to the American president’s words “govern fairly, invest in people and encourage the economic freedom”. In order to measure the performance according to these three criteria, 16 indicators are used. In order to qualify for the MCA assistance, candidate-states need to accumulate a score above the median for at least a half of those 16 indicators in each of those three criteria, and, besides that, an over average score on the fighting corruption indicator.
