Mihai Roscovan: recent distribution of fields by C.M.C. is crime against Chisinau residents
The March 16 decisions of the Chisinau Municipal Council on distribution of fields for building of residential blocks and filling stations raise doubts from legal viewpoint and regarding transparency and efficiency of usage of public resources, independent municipal councillor Mihai Roscovan has told journalists. He said that the arguments of many councillors did not persuade the Communist faction to give up these decisions.
Roscovan considers that „the distribution of fields for housing building and construction of filling stations by CMC for free or symbolic prices is an example of corruption, if not crimes against community.” He noted that this will not enhance the access of Chisinau residents to residences, nor will resolve the housing problem.
Roscovan underlined that „CMC has rented 12 hectares of land without any auction or for free usage under conditions of a deficit of fields and contrary to legislation in effect.” According to Roscovan, these „donations” exceed 18 million dollars. „CMC could launch the social housing building programme with this money and it could construct more than 60,000 square metres of dwelling place or 1,200 social apartments,” Roscovan added.
Under the March 16 decision of CMC, the National Housing Service
(SNS) will receive 8 land fields, including one of 2 hectares in the Nicolae Milescu Spataru street and another one of 1.1 hectares in the Prigoreni street. The fields cover 5 hectares overall. One part of councillors insisted that these fields be auctioned, but the majority faction of the Communist Party turned down this proposal. Also, CMC rented for free 7 land fields to the Azerbaijani company Azpetrol for construction of filling stations. The seven fields cover 1.6 hectares overall and they are located in different districts of the capital.
