Mayors and district chairmen will be allowed to hold only Moldovan citizenship
The Communist MPs today have endorsed a proposal that compels mayors and district chairmen to hold only Moldovan citizenship. This proposal is part of a broader legislative initiative concerning incompatibility of certain offices with dual citizenship. However, the adoption of the law was postponed at the request of the majority faction until a future date.
The bill proposed to the MPs for consideration in final reading was much similar to its initial version, except for the fact that that the list of offices incompatible with dual citizenship has excluded notaries and included assistant-judges of the Constitutional Court instead.
During the debate on the bill on Thursday, Deputy Minister of Justice Nicolae Esanu requested the Government to consider including the mayors and district chairman in the list. The idea was promptly backed by Communist MP Anatolie Zagorodnyi with an enthusiastic speech.
After being put to a vote, the motion passed with 52 votes of the Communist faction. However, shortly after that the leader of the majority faction, Eugenia Ostapciuc, requested a break. On returning to the sitting room, Speaker Marian Lupu announced that the debate on the bill will be postponed to allow more thinking time.
The bill, as it is currently drafted, stipulates that the holders of dual citizenship occupying by appointment one of the posts mentioned by the law shall be deemed incompatible with the respective office only if they do not produce evidence that they have initiated, in a six-month period, procedures for renouncing the citizenship of a foreign state. Elected officials shall be deemed incompatible only if they have taken office after the entry in effect of the law.
The Ministry of Information Development in concert with the Ministry of Foreign Affairs and European Integration shall identify the information on the respective officials that hold the citizenship of other states.
Under the bill, holders of dual citizenship will not be able to hold the following posts: President of Moldova, member of the Government, Member of Parliament, police officer, member of the Central Election Commission, of the Court of Accounts, judge, including Constitutional Judge, member of the Board of the National Bank, ombudsman, customs officer, and other.
