Local authorities likely to impose moratorium on unauthorised constructions
The Chisinau Municipal Council (CMC) is considering a decision to stop legalising unauthorised constructions, receiving in this regard a recommendation from the commission for construction, architecture and land resources. The commission asked the competent services of the executive city administration to draft the necessary papers in order to stop abuses in the building sector.
During its last session, the commission said the existing regulation needs to provide for the demolition of all unauthorised buildings and to stop the legalisation of those almost finished.
The chief of this commission, Pavel Caba, was quoted by Info-Prim Neo as saying that the municipal services have to stop the practice under which they submit the papers regarding the legalisation of illegal buildings after construction is complete.
Mr Caba did not rule out more exceptions in this regard, especially in connection with the widespread poverty of residents, but he underlined that this faulty practice must not become a norm. „And not in the detriment of development of our municipality,” he added.
“We have transformed Chisinau into a large village,” Caba continued, „The local authorities have to care about developing the city vertically, not horizontally; we have buildings right in the historic centre of Chisinau which we have to demolish and build new, multi-storey ones.” In order to prevent the transformation of the capital into a large village, he noted, „all villas have to be raised outside the city.”
