Local authorities are against passing some municipal enterprises into state property

The Chisinau local public authorities are opposing the retrocession to the state property of some municipal enterprises transferred to Chisinau’s public property in 2000. The head of the Financial Management and Internal Audit Department (FMIAD), Eugenia Ciumac, notified Info-Prim Neo that a special commission, empowered by the Chisinau Municipal Council (CMC) declared against the retrocession of municipal enterprises, required by the Government at the beginning of the year. Among these are services for of vital importance Chisinau municipality, including the Urban Bus Fleet, Chisinau Electric Transport Management, “Autosalubritate” and “Exdrupo” Administrations. According to Eugenia Ciumac, keeping these enterprises at CMC orders is essential for offering the community the necessary and quality public services according to the principles of European democracy of local public services decentralization and local autonomy strengthening. Solicited by Info-Prim Neo, the municipal councilor Conststantin Pasecinic, member of the Commission for budget, economy, finance and local public patrimony of CMC, thinks that the Mayoralty should not give back the objects demanded by the Government. „Why should this objects be given to the Government, which might sell them, if the Mayoralty can manage to do the same thing for itself, or keep them for instance?, wonders Pasecinic. The Government of the Republic of Moldova approved on September 5, 2000 a decision on transferring some objectives to the public property of Chisinau but later, on October 28, 2003 it canceled its own decision. The request through which CMC is asked to examine the problem regarding the retrocession some municipal enterprises was submitted at the beginning of 2006.
