Liberalization of capital and fiscal stimulus are discussed in Parliament in a hurry, NGOs

Civil society sounds the alarm as, despite the request to put off the public consultations on the draft law on the liberalization of capital and fiscal stimulus, this will be debated within the competent parliamentary commission on December 14, IPN reports.

In a press release, a number of NGOs say at noon on December 13, a number of civil society organizations received invitations to take part in the public debate on the bill concerning the liberalization of capital and fiscal stimulus. Given the importance of this bill and the fact that the working agendas of a number of NGOs cannot be modified in such a short period of time, these asked that Parliament should postpone the public consultations and should avoid the defective practice of informing about the debates one day before these in the future. For now, civil society hasn’t received an answer.

Thus, the initiative on the ‘liberalization of capital’, which is exoneration from any accountability of private individuals and legal entities that didn’t declare their property if these declare their possessions by April 15, 2017 and pay 2% of the value of the undeclared property to the state, is to be discussed today, December 14. The bill also suggests introducing a ban on the subsequent punishment of public servants for the committed violations. “It seems that the public debates will take place today, as it was initially scheduled. The bills were already included in the December 15 sitting of Parliament. The rapidity at which such controversial initiatives are promoted arouses concern about the hidden goal of the initiative and the integrity of the MPs who proposed this and about the Parliament’s sincere wish to organize a real consultative process,” it is said in the press release.

Civil society calls on the mass media to closely monitor the road of the initiative on the ‘liberalization of capital’ and to impartially and professionally inform society about the dangers it poses.
