Know your candidates: Constituency no. 14 Telenesti & Soldanesti & Orhei

Constituency No. 14 comprises the town of Telenesti together with other 30 settlements in Telenesti district, as well as four villages in Soldanesti district and two other in Orhei. Voters will be casting their ballots at the polling stations 14/1 through 14/54. The candidate to poll most votes takes the constituency regardless of the turnout.

The first candidate on the ballot is the Democratic Party’s Vadim Lelic, a teacher by training and incumbent mayor of Telenesti. After graduating from the Ion Creanga Pedagogical University, he started a family business. In 2002 he was elected town councilman. In 2007 Lelic was elected, and then twice re-elected mayor of Teleneati. For the last two years, the candidate declared salaries worth over 307 thousand lei, in addition to 308 thousand lei from other sources. Vadim Lelic owns an agricultural plot, three building lots, a house, an apartment and commercial space.

The second is the Socialist Party’s Alexandru Isac, a public administration specialist by training. According to 2019.md, he spent his entire career as a Ministry of the Interior employee. He retired in 2013 as a police major. Alexandru Isac is the president of the Telenesti territorial organization of PSRM. Following local elections in 2015, Isac became a local councilor in Chiştelnita village, Teleneşti. For the last two years, the candidate declares income from donations and inheritances amounting to more than 630 thousand lei, but also over 94 thousand lei from counseling and pensions allowances. The family owns seven farm plots, a house, a car, and six other real properties, including unfinished buildings.

The third is ACUM bloc’s Maria Ciobanu, a Lib-Dem member in the outgoing Parliament and a professor of Romanian literature by training. For the last two years, the candidate declared an MP’s salary worth over 286 thousand lei, in addition to over 126 thousand lei in pension. Maria Ciobanu owns a house, an apartment and other real property.

The fourth is the Shor Party’s Valerian Cristea, a political scientist by training. He has been serving as Deputy Mayor of Orhei since 2015. Between 1998 and 2001 he was a Communist PM, before being appointed as Deputy Prime Minister in the Tarlev Cabinet. Between 2001-2005, he served a second term as an MP, and then briefly a third one before being appointed Deputy Prime Minister once again. During 2007-2010 he served as Ambassador to the Czech Republic. For the last two years, Valerian Cristea declared salaries worth over 152,000 lei. Together with his wife, the candidate collected pensions amounting to 341,000 lei. The candidate owns an apartment and other real property.

The fifth is the Communist Veaceslav Căpățină, a lawyer and also a gas supply engineer by training. He is currently the sales manager Eduardprosper company. In the last two years he and his wife earned over 372,000 lei in salaries and about 14,000 in disability benefits. The family owns a farm plot, 11 vehicles and other assets.

The final slot on the ballot is occupied by the Liberal Party’s Mihai Moldovanu, medical doctor and former head of the Chisinau Public Health Division. An MP during 2009-2010, he went on to serve as a Deputy Prime Minister in 2011-2013. In the last two years, the candidate and his wife declared over 397,000 lei in salaries, in addition to 49,000 lei from teaching and scientific activities. He also declared 40,000 in fees for being a state representative in state-owned businesses. Mihai Moldovanu’s family owns seven building lots, two houses, three apartments and two cars.
