Constituency no.40 Cimislia & Basarabeasca is composed of Cimislia town and 15 other administrative units in the district, and 7 administrative units in Basarabeasca district. Voter will cast ballots at the polling stations 40/1 through 40/47. The candidate polling most votes takes the constituency regardless of the voter turnout.
The first listed on the ballot is Democrat Dumitru Diacov, the party’s honorary president. A member of six parliaments, he was also Deputy Speaker during 1995-1998 and Speaker during 1998-2001. Diacov was at the helm of the party from its foundation in 1997 and until 2009. For 2017-2018, the candidate declared about 355,000 lei in salaries and over 21,000 lei in savings. From other legal sources, his family earned 387,000 lei, over 4,000 euros and over 287,000 Russian rubles. Other declared assets include a building lot, an inherited apartment, a house, a donated garage, two cars, and a wristwatch worth more than 10 national average salaries. His declared current accounts hold 413,000 lei, 5,000 euros and 3,000 dollars.
The second is the Socialist Party’s Piotr Pușcari, Basarabeasca’s district head since 2015. According to alege2019.md, Pușcari was a Communist Party member until 2011 when he was offered membership on the Socialist Party’s National Council and also the chairmanship of the party’s territorial organization in Basarabeasca During this time and until his current tenure, he was also a Socialist district and town councilman. Moreover, he chairs the Chess Association of Basarabeasca. In the last two years, the candidate and his wife earned over 380,000 lei in salaries. They wn an agricultural plot and a building lot, a house and a car.
The third is the Shor Party’s Victoria Cîrlan, an accountant by training. She is the chairwoman of the party’s territorial organization in Cimislia district. In the last two years, the candidate and her husband earned £44,000 in salaries and over 25,000 lei from other legal sources. The candidate owns a building lot, an apartment, a garage, a car, and savings of 70,000 lei.
Next comes NOW bloc’s Domnica Manole, a retired judge. After a 26-year career on the Bench, she was ousted following a subsequently overturned decision to allow a referendum on the reduction of seats in Parliament. For the last two years, the candidate and her husband declared salaries of 490,000 lei, savings of 218,000 lei, donations of 176,000 lei, and other legal income of 390,000 lei. The family also sold a car for 14,000 euros. Other declared assets include a gardening lot, an apartment, a garage, an underground parking lot and two cars. Manole founded a limited company and has stakes in two other companies.
The fifth is Our Party’s Valentin Cimpoes, teacher and lawyer by training. He is the incumbent mayor of Basarabeasca since 2015. During 2011-2015, he was a Communist district councilman. In the last two years, the candidate’s family earned 210,000 lei in salaries. Valentin Cimpoes owns three agricultural plots, a house, another building and a car.
The final slot on the ballot is occupied by the independent candidate Gheorghe Răileanu, medical doctor and economist. He is the incumbent mayor of Cimișlia since 2007. According to alege2019.md, he practiced as a doctor until 1990 when he was appointed Cimișlia district head. During 1997-2007, Răileanu went into business. He is the chairman of an NGO promoting local democracy and deputy chairman of the Moldovan Congress of Local Authorities. For the last two years, the candidate declared salaries of 179,000 and an income fo 13,000 lei from selling moveable assets. Together with his wife, he earned 179,000 lei from other legal sources. The family owns five building lots, three houses, two commercial spaces and three cars.
